As a major step in its work to combat illegal robocalling, the STI-GA has issued a Request for Proposal (RFP) to select a Secure Telephone Identity Policy Administrator (STI-PA). The STI-PA applies and enforces the rules as defined by the STI-GA to put the SHAKEN protocol into action. This solution will help to authenticate calls and let consumers know the information displayed on their caller ID can be trusted — or when that is not the case.

Bidder Update: As noted in the STI-PA RFP, the technical requirements for the STI-PA role are based on living documents. Companies bidding on the STI-PA RFP should be aware of potential changes being made to those technical documents. It is for this purpose we have made the most current draft ATIS 1000074, ATIS 1000080, and 1000084 standards available directly to those entities that have provided the STI-GA with an official intent to bid. Other organizations intending to bid on the PA RFP may also obtain access to these documents by submitting an intent to bid by sending an email to as noted above.
