ATIS Launches New Non-IP Call Authentication Task Force

Advancing the industry-driven work to mitigate illegal robocalling.

Washington, DC — ATIS today announced launch of a new task force to investigate TDM call authentication. The Non-IP Call Authentication Task Force comes in response to the passage of the TRACED (Telephone Robocall Abuse Criminal Enforcement and Deterrence) Act as well as the Federal Communications Commission’s adoption of a March 2020 rulemaking highlighting the need to further examine TDM call authentication.

“With this new Task Force, ATIS takes a leadership role in extending the success it has achieved in mitigating illegal robocalling in IP networks to evaluate how it can be applied to TDM traffic,” said ATIS President and CEO Susan Miller.

Developed by the ATIS SIP Forum Joint Task Force, the Signature-Based Handling of Asserted information using toKENs (SHAKEN) protocol specifies a practical mechanism for authenticating calls and is a major industry tool in the fight against illegal robocalling. The work of the newly formed Non-IP Call Authentication Task Force builds on the development of SHAKEN as a mechanism to reduce illegal robocalls in IP networks. It will allow service providers that operate non-IP (i.e., TDM) networks to: discuss and address TDM call authentication issues; gain a fuller understanding of the SHAKEN architecture and governance models to facilitate consideration of complementary approaches for TDM networks; investigate the viability of non-SHAKEN call authentication frameworks for TDM networks and assess how these would interact with SHAKEN; develop best practices in this area and more.
