• ESIF: Emergency Services Interconnection Forum

  • Title: Caller Authentication in Legacy E9-1-1 and Transitional NG9-1-1 Environments
  • Statement: The FCCs Second Report and Order In the Matter of Call Authentication Trust Anchor, released October 1, 2020, formalizes requirements for supporting caller identity authentication technology in the non-IP portions of voice service provider networks. Specifically, it requires that, by June 30, 2021 a voice service provider shall either: (a) upgrade its entire network to allow for the initiation, maintenance, and termination of SIP calls and fully implement the STIR/SHAKEN framework as required in 47 CFR 64.6301 throughout its network; or (b) maintain and be ready to provide the Commission on request with documented proof that it is participating, either on its own or through a representative, including third party representatives, as a member of a working group, industry standards group, or consortium that is working to develop a non-Internet Protocol caller identification authentication solution, or actively testing such a solution. While the Second Report and Order does not explicitly address 9-1-1 calls that are processed using legacy TDM-based architectures or transitional NG9-1-1 architectures that include TDM components, it also does not exempt network providers from supporting caller authentication in such networks. It is also important to note that ATIS formed the Non-IP Call Authentication Task Force under PTSC to identify and assess various alternatives for addressing the requirements related to caller authentication in non-IP networks, as described in the Second Report and Order. To date, the Task Force has not addressed mechanisms for supporting caller identity authentication for 9-1-1 calls or callback calls in a legacy 9-1-1 or transitional NG9-1-1 environment. However, in recent discussions, they have indicated an interest in doing so. Further study is required to determine whether any of the alternatives being considered by the Task Force will accommodate the unique signaling characteristics and network architectures that support 9-1-1 calling in a legacy or transitional environment. ESIF NGES has the expertise needed to perform this assessment and to evaluate the feasibility of supporting caller authentication in a legacy 9-1-1 or transitional NG9-1-1 environment.

• INC: Industry Numbering Committee
  • Issue: 0886
  • Title: Updates to CIC Assignment Guidelines, Sections 2.2, Section 2.2.3 and CIC Application Form – Page 32
  • Statement: Discussions under Issue 874, Requirement for FGD access for assignment and retention of a Carrier Identification Code (CIC), revealed that the CIC application processes described in the CIC Assignment Guidelines no longer reflects the current practice, including the requirement in Section 2.2 for an access provider to apply to NANPA for a CIC on behalf of an entity. In addition, the Guidelines are unclear as to how an interconnected VoIP service provider applies for a CIC, and the Guidelines are inconsistent regarding certification/authorization of applicants.

  • Title: NPA Relief associated with NPAs transitioning to 10-digit dialing
  • Statement: On July 16, 2020, in FCC Order 20-100 the FCC approved the designation of 988 as the 3-digit abbreviated dialing code for the national suicide prevention and mental health crisis hotline, requiring all telecommunications carriers, interconnected Voice over Internet Protocol (VoIP) providers, and one-way VoIP providers (covered providers) to make any network changes necessary to ensure that users can dial 988 to reach the existing National Suicide Prevention Lifeline: 1-800-273-8255 / 1-800-273 (TALK) by July 16, 2022. The Order requires covered providers to implement mandatory 10-digit dialing in NPAs that use both 7-digit dialing and 988 as an NXX. There are cases of NPAs in which relief planning needs to be initiated. If the NPA is still in 7-digit dialing and is also required to implement 10-digit dialing due to the FCC 20-100, or similar regulatory directives, the Guidelines should be updated to reflect that the overlay method should be the only relief alternative.

• NRSC: Network Reliability Steering Committee
  • Issue: 0029
  • Title: Identify VoIP Outage Reporting Metrics for Next Generation IP Networks
  • Statement: As the nation's networks transition to All-IP technology, there is a pressing need to identify VoIP outage reporting metrics that can be consistently and reliably reported across the industry, and potentially submitted to the Federal Communications Commission (FCC) via Network Outage Reporting System (NORS)/Disaster Information Reporting System (DIRS).
  • Resolution: NRSC IP Reliability Subcommittee reviewed TDM-based networks transitioning to newer IP-based communications networks, looking at the various network indicators such as availability, reliability, resiliency, and serviceability. In review, the Subcommittee acknowledged availability metrics are the best at determining network outages. These findings are summarized in ATIS-0100069, Voice over Internet Protocol (VoIP) Availability.

• STEP: Sustainability in Telecom: Energy and Protection Committee
  • Issue: 0194
  • Title: Creation of ATIS-0600012.07, Electrical Protection for Systems Utilizing Reverse Powering
  • Statement: For communications systems with power supplied toward the network from the served premises, unique attributes of the architecture and associated challenges related to both equipment protection and service continuity have generated an industry need (due to a lack of existing specialized requirements) and a request for electrical protection requirements specifically applicable thereto. A new standard added to the 0600012 series of broadband electrical protection documents is proposed to address that need.
