- Resolution: INC agreed to update ATIS-0300119, Thousands-Block (NPA-NXX-X) & Central Office Code (NPA-NXX) Administration Guidelines, with the updates reflected in INC-2022-00066R001.

- Statement: Section 9.1.9 states “If a Part 4A Confirmation of Thousands-Block in Service is not on file for the Thousands-Block that is being transferred, and the Part 4A due date has passed, then the PA shall deny the request to transfer the Thousands-Block until a Part 4A is received from the appropriate regulatory authority.” Similar language requiring having a Part 4 on file when the Part 4 Due Date has passed should be added to 9.2.6 and 9.3.5 of the ATIS-0300119, Thousands-Block (NPA-NXX-X) & Central Office Code (NPA-NXX) Administration Guidelines.

- Title: Update the TBCOCAG to include direction for the PA when handling Unavailable Thousands-Block Assignment Preferences
- Statement: INC Issue 915, Update TBCOCAG Language Regarding NANPA’s handling of Unavailable Code Assignment Preferences INC added direction on how NANPA should handle unavailable code assignment preferences to ATIS-0300119, Thousands-Block (NPA-NXX-X) & Central Office Code (NPA-NXX) Administration Guidelines (TBCOCAG); similar language should be added for Thousands-Block assignments.
- Resolution: INC agreed to update ATIS-0300119, Thousands-Block (NPA-NXX-X) & Central Office Code (NPA-NXX) Administration Guidelines, with the updates reflected in INC-2022-00070R000.
- Status: Initial Closure
- Issue: 0939
- Title: Revisit Use of Pre-Planning Checklist for Non-Geographic Resources
- Statement: NANPA recently received a 9YY application using a pre-planning checklist. The applicant used the incorrect pre-planning checklist, however, since Non-Geographic resources (5XX-NXX and 9YY-NXX) use a fictitious switch CLLI NANPA felt INC should revisit the use of a pre-planning checklist as it provides no real value in determining if facilities are in place.
- Resolution: INC agreed to update ATIS-0300060, 9YY NXX Code Assignment Guidelines, and ATIS-0300052, Non-Geographic 5XX-NXX Code Administration Guidelines, with the updates reflected in INC-2022-00072R001 and -00073R000 respectively.
- Status: Initial Closure
- Issue: 0940
- Title: Additional Updates to the TBCOCAG forms for the new combined NAS
- Statement: Additional updates to the TBCOCAG forms are being suggested by NANPA based on inconsistencies discovered while building the new combined NAS. NANPA’s proposed consistency updates include:
• Placing all checkboxes to the left of the text
• Using E-mail vs Email
In addition, NANPA suggests the following changes to forms:
Part 1
• Remove Rate Center w/MTE (system will determine if MTE is needed)
• Add Update BIRRDS/LERG™ Yes/No checkboxes for Dedicated Customer and ISP Thousands-Block Port requests
• Remove Yes/No checkboxes next to Modification and Disconnect (identified at top of the form)
Part 1B
• Remove SOA from NPAC SOA SPID
The forms associated with this issue would replace the forms in Issue 897.
- Resolution: INC agreed to update ATIS-0300119, Thousands-Block (NPA-NXX-X) & Central Office Code (NPA-NXX) Administration Guidelines, with the updates reflected in INC-2022-00078R001, -00079R000, -00080R000, and 000081R000. These forms will replace those in Issue 897.

- Title: Update 5XX-NXX Guidelines to Make 5XX-555 Codes Available For Assignment
- Statement: Sections 4.7 and 4.7.2 of the Non-Geographic 5XX-NXX Code Assignment Guidelines indicate that the 5XX-555 central office codes are not assignable, and are reserved to avoid potential routing conflicts for Directory Assistance. This precautionary language is a vestige from when these resources were first designated for personal communications services, and predates two significant Guidelines updates: 1) in 2013, to expand the uses of these resources for machine-type communications, and 2) in 2022 to further clarify that calls to 5XX-NXX codes may not be dialable from the PSTN and may route only within the assignee’s network. The concern for potential routing conflicts for Directory Assistance likely never materialized, and is even less concerning now that the primary use of these resources is for machine-type communications.
Under INC Issue 878 in 2019, INC agreed to make 5XX-N11 codes, except for 5XX-911 codes, available for assignment. To ensure the most efficient use of these resources, INC should consider making 5XX-555 codes available for assignment.
- Resolution: INC agreed to update ATIS-0300052, Non-Geographic 5XX-NXX Code Administration Guidelines, with the updates reflected in INC-2022-00083R000. Implementation will be contingent on the approval of the NANPA Change Order.

- Title: Revision of ATIS-1000066
- Statement: There is need to allow priority treatment for IMS-based NS/EP voice/video service based on bi-lateral and mutual agreements between the U.S. service provider and the foreign service provider in accordance with regulatory rules. However, there is lack of explicit text in ATIS-1000066 for such application.

WTSC: Wireless Technologies and Systems Committee
- Issue: 0086
- Title: WEA 3.0 Specifications and Supporting Documentation
- Statement: On January 30, 2018, the FCC adopted a Second Report and Order (R&O) and Second Order on Reconsideration to enhance the effectiveness of Wireless Emergency Alerts (WEA). The 2nd R&O seeks to improve the accuracy emergency managers can geographically target the delivery of WEA messages to areas within their jurisdiction and can precisely target at-risk populations while minimizing disruption to others.
Specifically, the 2nd R&O requires Participating Commercial Mobile Service (CMS) Providers to meet the new requirements without affecting the 360-character allotment:
--Deliver alert messages to an area that matches the target area specified by the alert as a circle or polygon to 100 percent of the target area with no more than 0.1 of a mile overshoot or to an area that best approximates the target area on only those elements of its network infrastructure incapable of matching the target area.
--Preserve alert messages in a consumer-accessible format and location for at least 24 hours after the message is received on the subscribers mobile device, or until deleted by the subscriber.
Participating CMS providers will be required to comply with these requirements by November 30, 2019.
ATIS has examined the existing WEA standards, considered solutions and evaluated these device-based geo-fencing enhancements to WEA as covered in the 2nd R&O. ATIS has published four specifications critical to the development and deployment of these capabilities, referred to as WEA 3.0.
Additional analysis and specification work are needed for further clarification and support of testing and field operations.

- Title: Modification of Presidential Alert
- Statement: In the March 2021 FCC Commission meeting, the FCC addressed Improving the Emergency Alert System and Wireless Emergency Alerts. The Commission considered a Notice of Proposed Rulemaking and Notice of Inquiry to implement section 9201 of the National Defense Authorization Act for Fiscal Year 2021, which is intended to improve the way the public receives emergency alerts on their mobile phones, televisions, and radios. (PS Docket Nos. 15-94, 15-91).
The FCC proposes to rename WEA’s “Presidential Alert” class of alert messages to “National Alert” and to define this newly created class of “National Alert” as alerts authorized to be issued by the President (or the President’s authorized designee) or by the Administrator of FEMA. In other words, FEMA will use the same unique WEA handling code currently used for a Presidential Alert. The FCC proposes to require mobile devices that currently display “Presidential Alert” to instead display “National Alert”, or display no alert label. All participating CMS providers’ wireless systems currently receiving mandatory Presidential Alerts will receive and disseminate National Alerts with no process or handling changes compared to that of Presidential Alerts.
The FCC NPRM proposes an implementation deadline of July 31, 2022.
