Timing security, also considered “timing assuredness,” is essential for timing as a fundamental enabler across a wide range of industries. Yet timing security faces challenges. The Global Navigation Satellite System (GNSS), the primary source for UTC across the world, has significant vulnerabilities. Time is also distributed using dedicated timing networks, other free-space radio signals, optical networks and packet-based networks. Each technique depends on a different infrastructure and each has its own unique vulnerabilities.

This Virtual WSTS session addresses these problems and the solutions-oriented work that is addressing them. It features a keynote from Karen Van Dyke, the Positioning, Navigation and Timing (PNT) director of the Department of Transportation on efforts to provide backup systems to GPS in the U.S. The session explores a new White House Executive Order supporting the importance and vulnerability of PNT. Also addressed is the Department of Homeland Security’s work to develop standards for an open architecture integrity framework in GPS, as well as timing services based on GNSS.

Karen Van Dyke serves as the Director for Positioning, Navigation, and Timing (PNT) and Spectrum Management in the U.S. Department of Transportation Office of the Assistant Secretary for Research and Technology (OST-R). Karen has been involved in navigation-related programs at the Volpe National Transportation Systems Center for over 25 years and currently is responsible for overseeing the navigation program and development of policy positions on PNT and spectrum in coordination within the Office of the Secretary of Transportation. Karen received her BS and MS degrees in Electrical Engineering from the University of Massachusetts at Lowell. She served as the President of the Institute of Navigation (ION) and is a recipient of the Award for Meritorious Achievement (Silver Medal) from the Secretary of Transportation and is a Fellow of the ION. Karen was a collaborator on the book, Understanding GPS: Principles and Applications (first and second editions).

A long, long time ago Heiko studied Information Technology and Business Administration at the University of Applied Arts and Sciences in Hannover, Germany and afterwards worked as head of IT for a regional branch of the German Red Cross and a part of a Swiss group in the chemical industry. After roles in Marketing and International Business Development he has been named Managing Director of Meinberg in 2009, taking over from the founders of the company, the Meinberg brothers. He is author / co-author of several standards covering synchronization of IT systems and their management, participating in IETF and IEEE working groups since 2008.

Karen O’Donoghue is the Director, Internet Trust and Technology for the Internet Society, a global non-profit organization dedicated to an open, global, secure and trustworthy Internet for everyone. Karen has a long history of participation in the IETF, IEEE, and other standards bodies, as well as working in small multi-vendor teams to build technology demonstrations and build event networks. Prior to joining the Internet Society, Karen worked for the US Navy, focused on the development and application of commercial network standards and technologies to realtime Navy systems.

Andreas Bauch has a Diploma in Physics. He joined Phyikalisch-Technische Bundesanstalt, Braunschweig, Germany (PTB) as a PhD student in 1983, being initially engaged in studies on frequency shifting effects in caesium atomic clocks. In 1986 he got his PhD (Dr. rer. nat.) from Johannes-Gutenberg University, Mainz, Germany. Since then he has been always involved in time and frequency metrology, focused at first on the development and operation of atomic clocks, later more and more on time comparison techniques (GNSS, TWSTFT). He became the responsible for PTB’ s Time Unit Laboratory in 1991.Today he is Head of PTB’s Time Dissemination Working Group and as such the management responsible for the operation of PTB’s time dis-semination services. He has served as delegate to the Comité Consultatif du Temps et Fréquences (CCTF) and to Study Group 7 of the International Telecommunication Union. Between 2009 and 2013 he chaired the EURAMET Technical Committee for Time and Frequency. Between 2009 and 2016 he was member of ESA’s GNSS Science Advisory Committee which he chaired between 2012 and 2015. He has authored and co-authored more than 100 papers in refereed journals and conference proceedings.

Dr. Marc Weiss worked at NIST (the National Institute of Standards and Technology--formerly NBS, the National Bureau of Standards) from 1979, specializing in time transfer techniques and statistics of timing systems, particularly applied to GPS and to telecom systems. He has over 100 publications from his time at NIST. Since January 2014 he is now a contractor for NIST, doing much of the same work. He received the NBS Applied Research Award for a first GPS timing receiver in 1983. He was awarded a patent for the Smart Clock algorithm in 1993, which optimally locks a slave clock to a master. Dr. Weiss won the 2013 NIST William P. Slichter Award, “For pioneering highly productive industry/ government partnerships to advance telecommunications and data networks through precision synchronization.”

Marc founded and has led WSTS, the Workshop on Sync and Timing Systems, annually since 1992, now a sister conference to the European version, the ITSF. Dr. Weiss is the NIST co-chair of the Timing subgroup of the NIST Cyber-Physical Systems (CPS) Public Working Group. Marc co-founded the Time-Aware Applications, Computers and Communications Systems (TAACCS) initiative, and edited the white paper and subsequent NIST Technical Note. In addition, Dr. Weiss has led the NIST program to support the GPS program office in developing their clocks and timing systems since 1980. He has worked on and published Relativity issues as they relate to GPS and to primary frequency standards. He has also specialized in Time-Scale Algorithms. He received his Ph.D. in Mathematical-Physics from the University of Colorado in 1981.

Victor Yodaiken is CEO and co-founder of FSMLabs, the developer of TimeKeeper software and hardware time synchronization technology for financial trading markets. FSMLabs began life in 1999 as a developer of the RTLinux real-time operating system used to control jet engine tests stands, robots, mobile phones, and software radios among other products. RTLinux was sold to WindRiver Systems in 2007 and FSMLabs then entered the financial technology and larger enterprise markets. Prior to founding FSMLabs,Yodaiken worked in academia and as an industry consultant. He was a professor of Computer Science at New Mexico Tech, a Research Professor and Post-Doc at the University of Massachusetts (Amherst), a visiting lecturer at Beijing Aerospace University, a consultant on storage systems and financial software projects and a principal engineer of a fault-tolerant system startup (Auragen). Jeff Dagle has worked at the Pacific Northwest National Laboratory in Richland Washington, operated by Battelle for the U.S. Department of Energy (DOE), since 1989. During that time has had led numerous projects in the areas of transmission reliability and security. Recent project highlights include leading the North American SynchroPhasor Initiative (NASPI) and serving on the leadership team of the DOE Grid Modernization Laboratory Consortium, leading the multi-laboratory system operations and control technical area. In 2018 Mr. Dagle was named co-director of the Advanced Grid Institute, a joint institute with Washington State University Other career accomplishments include leading the data requests and management task for the U.S.-Canada Power System Outage Task Force investigation of the August 14, 2003 blackout, supporting the DOE Infrastructure Security and Energy Restoration Division with on-site assessments in New Orleans following Hurricane Katrina in 2005, leading the team providing cyber security reviews for the DOE Smart Grid Investment Grants and Smart Grid Demonstration Protections associated with the American Recovery and Reinvestment Act of 2009, and serving as a member of the National Infrastructure Advisory Council (NIAC) study group that was formed in 2010 to establish critical infrastructure resilience goals. In 2014 Mr. Dagle was invited to serve on a National Academies of Science and Engineering committee to provide recommendations for the analytical research foundations for the next generation electric grid. In 2016 he was invited to serve on another National Academy committee focused on enhancing the resilience of the Nation’s electric power transmission & distribution system. And in 2019 he was invited to serve on a third National Academy committee relating to electric grid modernization. He is a Senior Member of the IEEE and a member of National Society of Professional Engineers (NSPE). He received the 2001 Tri-City Engineer of the Year award by the Washington Society of Professional Engineers, a Federal Laboratory Consortium (FLC) Award in 2007, and two R&D 100 Awards: in 2008 for the Grid Friendly™ Appliance Controller technology, and in 2018 for the Dynamic Contingency Analysis Tool. He holds several patents. He received B.S. and M.S. degrees in Electrical Engineering from Washington State University in 1989 and 1994, respectively, and is a registered professional engineer in the State of Washington.

He began his career at the U.S. Department of Energy’s National Renewable Energy Laboratory (NREL) as a graduate researcher and subsequently at Southwest Research Institute (SwRI) using embedded systems expertise to develop and improve technologies and assess system security for commercial and government clients. As President of 5G Americas (formerly called 4G Americas), Mr. Pearson represents the organization’s Market Representation interests within the 3rd Generation Partnership Program (3GPP) organization.

Mr. Pearson led the organization from its inception in 2001 as the 3GPP family of technologies market share grew from 10 percent in 2001 to more than 90 percent in North, Central and South America. Mr. Pearson came to the organization from the Universal Wireless Communications Consortium (UWCC) where he served as Executive Vice President in charge of the strategic executive management of the global TDMA wireless technology consortium. Precision timing is a critical enabler to many industries, including those that touch our lives daily: telecom, electric power, broadcasting and finance/data centers. As innovation accelerates, each of these critical sectors is undergoing technology and operational changes. These dynamics are upping the need that increasingly precise time be made available for a diverse range of applications and services:

  • The most visible of these is perhaps the advent of 5G in telecom, where accurate timing is an enabler for the 5G signals with the need for highly accurate phase synchronization of up to 100nsec.
  • The rollout of precision timing in data centers is also growing. Financial enterprises are deploying precision timing to address the growth in volume of transactions as well as greatly tightened trade timing recording and logging rules driven by government regulators. Cloud and Hyperscale companies also see the value of monetizing a timing service to enhance data read-write efficiencies
  • Broadcasting is evolving from TDM transport and dedicated satellite links to more efficient shared, IP-based approaches for delivery of video content to affiliates, stations and mobile studios, which require accurate PTP timing.
  • The power grid is in transition from carbon-burning power generation, a decrease in nuclear power’s popularity and the need to adapt to renewable sources such as solar and wind. There is no longer any single source which drives power grid networks. This transition leads the utilities to rely increasingly on accurate timing to facilitate coordinating all the different power sources and their potential for fast changes
  • Autonomous vehicles are poised to revolutionize transportation and Smart City infrastructure. However, these will have to become traffic-aware, which will demand they join enormous networks with extreme time precision. In particular, the provision of ultra-precise timing for PNT (Position, Navigation & Time) enables vehicles to operate safely within centimeter levels of precision in real time and at speed.

Each industry has its own unique challenges. Yet all share a common thread in their demand that highly precise time be available at the point of use. Dr. Marc Weiss worked at NIST (the National Institute of Standards and Technology--formerly NBS, the National Bureau of Standards) from 1979, specializing in time transfer techniques and statistics of timing systems, particularly applied to GPS and to telecom systems. He has over 100 publications from his time at NIST. Since January 2014 he is now a contractor for NIST, doing much of the same work. He received the NBS Applied Research Award for a first GPS timing receiver in 1983. He was awarded a patent for the Smart Clock algorithm in 1993, which optimally locks a slave clock to a master. Dr. Weiss won the 2013 NIST William P. Slichter Award, “For pioneering highly productive industry/ government partnerships to advance telecommunications and data networks through precision synchronization.”

Marc founded and has led WSTS, the Workshop on Sync and Timing Systems, annually since 1992, now a sister conference to the European version, the ITSF. Dr. Weiss is the NIST co-chair of the Timing subgroup of the NIST Cyber-Physical Systems (CPS) Public Working Group. Marc co-founded the Time-Aware Applications, Computers and Communications Systems (TAACCS) initiative, and edited the white paper and subsequent NIST Technical Note. In addition, Dr. Weiss has led the NIST program to support the GPS program office in developing their clocks and timing systems since 1980. He has worked on and published Relativity issues as they relate to GPS and to primary frequency standards. He has also specialized in Time-Scale Algorithms. He received his Ph.D. in Mathematical-Physics from the University of Colorado in 1981.

Stephen Hayes is the Director of Standards for Ericsson in North America. His current focus includes the ATIS committees and 3GPP. He is also involved in several US advisory groups such as the FCC TAC (Technical Advisory Committee) and NSTAC (National Security Telecom Advisory Committee).

Stephen was chairman of the 3GPP systems group (3GPP-SA) from 2006- 2011. The 3GPP-SA group is responsible for all requirements, architectural, system and coordination issues for GSM, UMTS, LTE, and LTE Advanced systems and networks. Under his tenure 3GPP successfully developed Releases R7, R8, R9, and R10. Before that, Stephen was the chair of the Core Network group in 3GPP.

Stephen was instrumental in the development of IMS as chair of the core network group. He has been heavily involved in the collaboration efforts with other organizations such as IETF, 3GPP2, TMF, and the BBF.

Mr. Hayes has participated and held various leadership positions within the ATIS committees including WTSC (Wireless Technology and Systems Committee). He has written various articles for IEEE communications and holds numerous patents in the area of telecommunications. Mr. Hayes resides in Flower Mound, Texas.

Dr. Farrokh Khatibi joined QUALCOMM in 1990 to help design the CDMA cellular system. In 1992 he initiated a research project which led to Qualcomm’s first IP-based infrastructure that was later acquired by Ericsson. He started attending 3GPP SA1 and SA2 in 1999. He has been attending the 3GPP PCG/OP meeting as part of the ATIS delegation for the past few years.

Dr. Khatibi is the Chair of WTSC RAN group and co-lead of the ATIS Open Source IoT group. He also actively participates in a number of ATIS TOPS and Strategic Initiatives such as 5G, Smart Cities, and UAV.

In early May 2019, ATIS advanced the Wireless Emergency Alerts (WEA) system by publishing four critical standards setting WEA 3.0 into action. These are for use by Commercial Mobile Service Providers (CMSPs), Federal Alert Gateway Providers, infrastructure vendors, Operating System (OS) providers, Original Equipment Manufacturers (OEMs), and chipset manufacturers in developing an end-to-end WEA 3.0 system. These standards address key capabilities, including 24-hour message retention in the device and device-based geo-fencing (DGBF) for improved geo-targeting of WEA messages. Aspects of DBGF addressed in the standards include a limit of 10 circles/polygons and a maximum of 100 total coordinates that can be sent by an Alert Originator (AO) in a WEA 3.0 message; device location determination to support the 0.1 mile overshoot requirement; handling of alert presentation for devices initially outside the alert polygon that later rove into the polygon; and more. Targeted to Public Safety and Emergency Managers and open to all interested parties, the webinar overviews how these WEA enhancements are intended to perform in the field in support of the AOs. The current regulatory environment will be covered.

The SHAKEN protocol is an important tool to reduce illegal robocalls, a top customer complaint received by both Federal and state regulators. This webinar provides insight into how it is being set into action in the network using the SHAKEN governance model. It covers how the governance model was formed and the key requirements behind it. Presenters discuss the FCC direction to industry on how to implement the governance structure. They also address industry progress to formally establish the Secure Telephone Identity Governance Authority (STI-GA), which operates under the auspices of ATIS, as well as the work to select the STI Policy Administrator (STI-PA), the organization that applies and enforces the rules as defined by the STI-GA to put the SHAKEN framework into action. Efforts to extend SHAKEN internationally are also covered with an introduction to the Canadian SHAKEN governance structure and efforts to ensure interworking between the two countries.

He holds a Ph.D. in computer science from Illinois Institute of Technology, an MBA from Katholieke Universiteit Leuven in Belgium, and bachelor's degree from Massachusetts Institute of Technology.

Previously, Mr. Coggins served as the Director of the Assured PNT Cross-Functional Team for the United States Army, where he was responsible for addressing the full-scope of Army PNT capabilities and challenges, reporting directly to the Under Secretary of the Army. Prior to this Mr. Coggins served as the Direct Reporting Program Manager for Positioning, Navigation and Timing, where he created the Army’s Assured PNT program and introduced the PNT System of Systems Architecture.

Mr. Coggins is a native of Pensacola, Florida, and is a veteran of the United States Marine Corps where he served as a Force Reconnaissance Team Leader. He has a Bachelor of Science in Electrical Engineering from the University of Florida, with studies and research focused in the fields of computational neuroscience, signal processing and sensors. Mr. Coggins is a member of the U.S. Army Acquisition Corps, and has achieved Level III DAWIA certification for both Program Management and Systems Engineering. Mr. Coggins is a member of the Institute for Electrical and Electronics Engineers (IEEE) and the Institute of Navigation. Mr. Coggins has been very involved in IEEE technical societies and conferences, and has participated as author and session chair at several conferences.

Mr. Platt assumed duties as Director of the DHS, Position, Navigation and Timing Office in October of 2016. Prior to this position he served as the Chief of Staff for the Current Operations Directorate, Headquarters Department of the Army. During this assignment he played a major role in establishing the Army Cyber Directorate and the Army Protection Program to address emerging cyber and physical threats.

From 2009 through 2015 Mr. Platt was the Army Deputy G-34. In this role he was responsible for integrating a wide range of risk management programs to include Physical Security, Law Enforcement, Anti-terrorism, Emergency Management, Critical Infrastructure Protection, Continuity of Operations, Force Health Protection, Personnel Security, and Information assurance. The integration of these programs were recognized by the Department of Defense as a best practice across the department. He has lead risk management assessments at every major command across the Army.

In the wake of major security events such as the shootings at Fort Hood, Chattanooga and the Washington Navy Yard; and unauthorized disclosure of classified data Mr. Platt was chosen to review practices across the Department and develop corrective actions. As a result of these efforts the Army committed significant resource to establish new programs such as Emergency Management, the Asymmetric Warfare Office, Insider Threat, Integrated Protection, and the Mitigation Oversight Task Force.

Mr. Platt retired from the Army in 2007 after 20 years of service as a Military Police and Systems Automation Officer. During his career he served in numerous positions to include Inspector General Fort Polk, Louisiana, Chief Army Counternarcotics, Program Manager Thermal Signature Training (ROC-V), Commander 204th Military Police Company and Battalion Operations Officer 384th MP Battalion. His Awards include the Legion of Merit and the Department of the Army Meritorious Civilian Service Award.

He has a BS degree in Management and Computer Science from California University of Pennsylvania. He has completed the Strategic Leadership Course for Senior Managers, George Washington University, and has a Master Degree in Leadership from Georgetown University.

The ATIS 3GPP Webinar is intended to strengthen members’ understanding of the breadth of 3GPP activities, and provide an opportunity to discuss North American priorities and engagement. ATIS members and guests that do not currently participate in 3GPP will also be invited. ATIS’ Tom Anderson, along with key 3GPP member experts, will provide an overview of relevant 3GPP activities.

As a 30+ year veteran of the telecommunications industry, Tom has been active in telecommunications standards activities and has held numerous positions in the areas of architecture, product development, systems engineering, and product management. His more recent work has focused on Network Function Virtualization (NFV), SDN (Software Defined Networking), end-to-end network optimization, and standards strategy and has chaired a variety of ATIS working groups as well the CSRIC WG8 on Priority Services.

Dr. Emad Farag is a senior 5G physical layer standards engineer at Nokia. He has been with Nokia for 20 years, working on the Physical Layer architecture, algorithms and software of wireless base station modems, and now is part of Nokia’s 3GPP TSG RAN WG1 team focusing on developing and introducing new physical layer concepts for the New Radio interface to the 3GPP standard. Dr Farag received his Ph.D. degree in Electrical Engineering from the University of Waterloo, Waterloo, Ontario, Canada. He is the recipient of the 2015 IEEE Region 1 Technical Innovation Award for innovations in Wireless Modem Architectures.

Stephen Hayes is the Director of Standards for Ericsson in North America. His current focus includes the ATIS committees and 3GPP. He is also involved in several US advisory groups such as the FCC TAC (Technical Advisory Committee) and NSTAC (National Security Telecom Advisory Committee).

Stephen was chairman of the 3GPP systems group (3GPP-SA) from 2006- 2011. The 3GPP-SA group is responsible for all requirements, architectural, system and coordination issues for GSM, UMTS, LTE, and LTE Advanced systems and networks. Under his tenure 3GPP successfully developed Releases R7, R8, R9, and R10. Before that, Stephen was the chair of the Core Network group in 3GPP.

Stephen was instrumental in the development of IMS as chair of the core network group. He has been heavily involved in the collaboration efforts with other organizations such as IETF, 3GPP2, TMF, and the BBF.

Mr. Hayes has participated and held various leadership positions within the ATIS committees including WTSC (Wireless Technology and Systems Committee). He has written various articles for IEEE communications and holds numerous patents in the area of telecommunications. Mr. Hayes resides in Flower Mound, Texas.



Farrokh Khatibi

Dr. Farrokh Khatibi joined QUALCOMM in 1990 to help design the CDMA cellular system. In 1992 he initiated a research project which led to Qualcomm’s first IP-based infrastructure that was later acquired by Ericsson. He started attending 3GPP SA1 and SA2 in 1999. He has been attending the 3GPP PCG/OP meeting as part of the ATIS delegation for the past few years.

Dr. Khatibi is the Chair of WTSC RAN group and co-lead of the ATIS Open Source IoT group. He also actively participates in a number of ATIS TOPS and Strategic Initiatives such as 5G, Smart Cities, and UAV.

Richard Funderburk has over 30 years experience in the development of precise time and frequency equipment and embedded computer design. He started his career at NIST (then NBS), and then went to work for a small Texas timing company, that grew into the largest timing company in the world. His timing products (SSU, TSG and PRCs) are deployed worldwide, in all major timing networks.

Richard is the Timing Systems Architect at Trimble, Inc., a position he has held since 2011. Prior to joining Trimble he worked for several other timing companies, as well as running his own company.

Richard has a broad range of development experience, including on-line educational software, aircraft video recording, as well as numerous other hardware and software projects.

Richard is particularly interested in problem solving and coming up with unique solutions involving embedded hardware and software designs. If it has a microcontroller, then he is interested!

Sarah Mahmood joined the Department of Homeland Security’s (DHS) Science & Technology Directorate (S&T) as DHS S&T’s energy resiliency Program Manager in 2009. Since managing all of S&T’s energy & electric grid research programs, such as the Resilient Electric Grid Program and Recovery Transformer Program, Sarah has pursued new avenues of research in support of the nation’s critical infrastructure including the impacts of critical infrastructures’ dependency on GPS. Sarah’s current focus is on increasing the resilience and robustness of Position, Navigation and Timing (PNT) information in support of critical infrastructure applications, such as financial networks, communications and the electric grid, which rely on such crucial information. In her role at DHS, Sarah is a member of various interagency working groups including leading the Office of Science and Technology Policy’s Critical Infrastructure Resilience and Security R&D working group on PNT as well as co-leading the National Preparedness Science and Technology Task Force Space Hazard Team.

Prior to joining DHS, Sarah spent six years at the Federal Communications Commission (FCC) providing guidance on both policy and technical aspects of cable & broadcast issues. Sarah is a graduate of Virginia Tech, with a bachelors and masters in electrical engineering.

Dr. Marc Weiss worked at NIST (the National Institute of Standards and Technology--formerly NBS, the National Bureau of Standards) from 1979, specializing in time transfer techniques and statistics of timing systems, particularly applied to GPS and to telecom systems. He has over 100 publications from his time at NIST. Since January 2014 he is now a contractor for NIST, doing much of the same work. He received the NBS Applied Research Award for a first GPS timing receiver in 1983. He was awarded a patent for the Smart Clock algorithm in 1993, which optimally locks a slave clock to a master. Dr. Weiss won the 2013 NIST William P. Slichter Award, “For pioneering highly productive industry/ government partnerships to advance telecommunications and data networks through precision synchronization.” Marc founded and has led WSTS, the Workshop on Sync and Timing Systems, annually since 1992, now a sister conference to the European version, the ITSF. Dr. Weiss is the NIST co-chair of the Timing subgroup of the NIST Cyber-Physical Systems (CPS) Public Working Group. Marc co-founded the Time-Aware Applications, Computers and Communications Systems (TAACCS) initiative, and edited the white paper and subsequent NIST Technical Note. In addition, Dr. Weiss has led the NIST program to support the GPS program office in developing their clocks and timing systems since 1980. He has worked on and published Relativity issues as they relate to GPS and to primary frequency standards. He has also specialized in Time-Scale Algorithms. He received his Ph.D. in Mathematical-Physics from the University of Colorado in 1981.

ATIS is playing an important role in the coordinated industry work on techniques to prevent and reduce the impact of Caller ID spoofing and related robocalling. Our work starts with the context that a layered approach, similar to that used in cybersecurity efforts, provides the flexibility to respond to these evolving threats, and that mandating a single "solution" to Caller ID spoofing would be counterproductive.

Not all robocalls are spoofed, and not all spoofed calls are robocalls. Consequently, a simple and complete ban is not a reasonable approach. There are legitimate uses for both robocalls and Caller ID spoofing. However, illegitimate Caller ID spoofing increases the impact of fraudulent robocalls and undermines techniques to block unwanted calls. Reducing illegitimate Caller ID spoofing will not by itself eliminate unwanted and fraudulent calls, but it will clearly help consumers.

Martin Dolly is an AT&T Lead Member of Technical Staff, currently assigned to the Core & Government/Regulatory Standards organization. Martin has been with AT&T Bell Labortories/AT&T Labs for 30 years, where his areas of expertise being in security, signaling, and services, particularly Government Priority Services.

As a Technical Consultant in the Strategic Standards Division, Martin’s focus is on the development of necessary standards for LTE/IMS deployments, Security and Identity Management, IP carrier interconnection, IP-GETS/WPS, Public Safety, signaling control protocols, and IP Network Management controls. In this capacity, Martin represents AT&T's interests on IP signaling, security and services issues in telecommunications standards bodies such as the Packet Technologies and Systems Committee of Service Committee (PTSC) of the Alliance for Telecommunications Industry Solutions (ATIS), Internet Engineering Task Force (IETF), NPSTC QoS and Security WG, 3rd Generation Partnership Project (3GPP) CT Protocol and SA3 Security groups, as well as Study Groups in the Telecommunication Standardization Sector of the International Telecommunications Union (ITU-T). In addition, Martin contributes to various government Cybersecurity activities, FCC TAC & CSRIC Cybersecurity, DHS/NCS NGN GETS Security, CTIA Cybersecurity WG, and DISA LTE Security Profile.

Martin was hired into AT&T Bell Laboratory on July 8th, 1985, at AT&T Microelectronics he was part of team that developed a radiation hardened Integrated Circuit for the US Navy. In the early 1990, Martin transferred from AT&T Microelectronics to AT&T communications in Holmdel, where he worked on SS7 protocol and standards. In this role, he was a major contributor to SS7 Network to Network Interconnection (NNI) effort in support of IS 41 & GSM MAP, 8YY, Calling Card, Operator Services and voice. Ironically, currently Martin is a driving force behind IP Interconnection, leading the ATIS-SIP Forum NNI Task Force where is also the editor and major contributor to the IP NNI Profile standard. Martin is currently co-chair of the FCC Strike Force on Robo-calling, where he is a major contributor, as well as leader.


Gary Richenaker

Gary Richenaker has been in Telecommunications for over 38 years and his most recent assignment is Principal Solutions Architect at iconectiv. His role is to monitor and understand new technologies, to assess its impact on the existing products and services as well as identify how that technology can be used in the formulation of new products and services.

Prior to the iconectiv assignment, Gary served as Sr. Director – Strategic Technical Initiaties at Neustar and prior to that as Chief Archtiect in Telcordia’s Interconnection Solutions. His career with iconectiv, NeuStar, Telcordia, Bellcore, and Bell Laboratories has included responsibilities in technical analysis, strategic planning, marketing, planning and forecasting.

Gary has been involved in domestic and international standards since 1991 and presently holds a number of industry leadership positions including Co-Chair of the ATIS Test Bed Landscape Team (TLT) and editor the ATIS/SIP Forum IP NNI Routing Document. Gary has also been Rapporteur of the ITU-T Numbering Question (SG2/1), Chairman of the US ENUM Forum, Chairman of the US Study Group A Ad-Hoc on Numbering, Routing and Services. He is also Past-Chairman of the US IMSI Oversight Council (IOC), and the US Study Group A Ad-Hoc on ENUM.

Chris Wendt is currently Director and Principal Lead Architect for IP Communications platform services, formerly part of the CTO office at Comcast. For much of Chris's 20-year professional career, he has been involved in multimedia communications, from early work at Bell Labs on DSP algorithms for 3D positional audio and low-bitrate voice codec work using the MBone VoIP network, to RTSP streaming of MPEG-4 video, audio, and 3D facial animation, to his current work with Comcast on one of the largest current deployments of IMS/SIP and latest focus on WebRTC-based next generation communications and applications. Chris has held positions including software architect of mobile chipset multimedia solutions, leading small startup software engineering teams building video streaming services, and including time as an independent consultant on many projects involving video/audio codecs and IP streaming.

Chris is currently a co-chair of the ATIS/SIP Forum NNI Task Force, co-chair of the FCC Strike Force Authentication Work Group, and on the Board of Directors of the SIP Forum and follows closely activities in the 3GPP, IETF and W3C. He holds a BS in Music, and a BSEE, and MSEE from Drexel University in Philadelphia.

Brian also co-leads a working group under the FCC’s Communication Security, Reliability and Interoperability Council investigating Wireless Emergency Alert enhancements. Brian is Chair of the North American Fraud Forum and Security Group under the GSM Association’s North American Regional Interest Group which developed guidelines for Stolen Handsets and the use of the GSM Association’s Global IMEI Database, and is on the CTIA’s Cybersecurity Working Group.

Brian holds a Master of Science degree in Electrical Engineering from Arizona State University with an emphasis in electromagnetic engineering (antennas and microwaves) and communication systems. Brian holds over 100 patents in the telecommunications field.

Earthquake Early Warning System Notifications: Leveraging the Power of the Commercial Cellular Network

While full realization of the system may be years away, the goal of the California Earthquake Early Warning System is to provide the critical few seconds to tens of seconds warning prior to ground shaking. ATIS has recently completed a major feasibility study evaluating the techniques to distribute Early Earthquake Warning notifications to the general public through cell phones via the cellular network as a way to complement the California Integrated Seismic Network. This webinar explains the study’s major findings and how the commercial cellular network can best be integrated into this important initiative to reduce damage, costs and casualties when an earthquake strikes. The webinar will also introduce the California Office of Emergency Services and provide an overview of its planned EEWS system.

Brian is Chair of the North American Fraud Forum and Security Group under the GSM Association’s North American Regional Interest Group which developed guidelines for Stolen Handsets and the use of the GSM Association’s Global IMEI Database, and is on the CTIA’s Cybersecurity Working Group.

Brian holds a Master of Science degree in Electrical Engineering from Arizona State University with an emphasis in electromagnetic engineering (antennas and microwaves) and communication systems. Brian holds over 100 patents in the telecommunications field.

Dr. Khatibi is a member of Qualcomm’s Standards and Industry Organizations, and currently leads ATIS activities in Qualcomm. He has been involve with 3GPP for over 15 years, and he was one of the editors of the first 3GPP Common IMS spec (TS 23.228). He was also the Rapporteur for ITU-T’s Mobility Management activities, and participates in 3GPP, IEEE, SGIP, and a number of other standards fora.

Mark R. Johnson is the Branch Chief of the Earthquake and Tsunami Preparedness Program for the California Governor’s Office of Emergency Services. Mr. Johnson and his staff work with government agencies, educational institutions, voluntary organizations and the private sector to promote earthquake and tsunami preparedness throughout the state. Key efforts include the earthquake early warning initiative, statewide earthquake preparedness program, the state’s tsunami preparedness program and administrative support for the California Integrated Seismic Network. Mr. Johnson has 40 years of city, county, and state emergency management experience, beginning as a professional firefighter in 1973. He holds a Bachelors’ Degree in Fire Administration from Cogswell Polytechnical College, in Sunnyvale, California.

The ATIS IP-Transition of Public Safety Related Applications Task Force (PSRA-TF) was formed to address one of the public safety community's most significant challenges: ensuring that existing public safety applications have a reliable migration path to IP-based infrastructure.

Network functions virtualization (NFV) has the potential to transform the way operators offer services. While it brings with it flexibility to enable operators to offer customizable services that can deliver great value to the end user — or as a leading carrier describes it, a “user-defined network” — it can also complicate network operations.

With network functions being replaced by virtualized software agents, what happens to functions such as synchronization that are tied into the physical layer? Implementing NFV could threaten the continuity of services that depend on dedicated hardware. However, it also provides opportunities for a makeover in the way synchronization is delivered.

Some of the concerns over sync and NFV are already being addressed in the data center world. Take, for example, in large financial trading houses where synchronization is tightly coupled into the software architecture to provide microsecond-level time-stamping to trades. He has several years of experience in next-generation synchronisation techniques, having worked with both Symmetricom and Zarlink Semiconductor on packet synchronisation technologies. He has been active in the ITU Network Synchronisation question (Q13/SG15), the Small Cell Forum, where he was editor for their Synchronisation white paper, and also in the Metro Ethernet Forum (MEF), where he was the editor for their circuit emulation standards.

Tim has over 20 years experience in the electronics and telecommunications industry, having worked in areas such as the design of embedded CPU cores for ASIC devices, and in railway signaling systems. Tim has a BSc in Electrical and Electronic Engineering from the University of Leeds, and an MSc. from the University of Manchester. He is a Member of the IET and a Chartered Engineer.

Prior to her current position, Dyan held the position of Staff Consultant in which she was responsible for project managing Verizon’s area code relief projects.

Since 2010, Shaunna has been Sprint’s representative for ATIS Industry Numbering Committee, holding a co-chair position since June of 2013.

Mr. Manning has served as the Director of the North American Numbering Plan Administration (NANPA) over the past 11 years and is responsible for the overall success of the NANP administration. NANPA maintains overall responsibility for the neutral administration of NANP numbering resources, subject to directives from regulatory authorities in the countries that share the NANP. NANPA's responsibilities include assignment of NANP resources, and, in the U.S. and its territories, coordination of area code relief planning and collection of utilization and forecast data.

Mr. Manning also serves as Neustar’s Corporate Neutrality Officer. He oversees Neustar’s Neutrality Compliance Program and ensures the company conforms to its Neutrality Code of Conduct.

Prior to joining Neustar in April 1999, Mr. Manning worked for the Alliance for Telecommunications Industry Solutions (ATIS) and Bell Atlantic. He has participated in the North American Numbering Council (NANC), a federal advisory committee to the FCC, since its inception in the mid-90s.
