A standing committee of the ATIS Board of Directors, the Technology and Operations (TOPS) Council identifies the industry’s most pressing technical and operational priorities, and coordinates standardization efforts across the industry to produce interoperable, implementable, end-to-end solutions. The TOPS Council is chaired by Qwest CTO, Pieter Poll.

To support its efforts, the Council establishes focus groups, exploratory groups and task forces are established to address each of the "most critical" priorities as identified. These groups are led by members of the ATIS Board of Directors to examine the priority issues, set milestones, define needed deliverables and standards requirements, and develop a written work-plan that will guide ATIS’ coordination of the priority standards work. Additionally, the Council oversees the progress toward completion of the work plans, as ATIS and other standards organizations execute the necessary standards work.

The Exploratory Group on Convergence (EGC) has completed its assessment of wireless/wireline convergence in August 2007. The EGC Report and Recomendations defines convergence and its attributes and to assess the landscape of convergence for standards development, provides use case scenarios, requirements, current architecture assessment and framework, and recomendations to the TOPS Council.

In November 2007 ATIS held a Convergence Workshop to further define actions arising out of the EGC Report with SME's and Committee Leaders.

The IPv6 Readiness Plan Study Group has engaged in the process of defining a readiness plan for IPv6 transition. This plan will provide the industry a means by which to gauge their needs and progress for IPv6 transition.

The Optical Access Networks Focus Group (OAN-FG) has completed its assessment of FTTx standards, architecture, network technologies, and related activities. The ATIS OAN Assessment and Workplan was made available to the ATIS membership in August 2007. The document details those areas which need additional standardization and provides recommendations for the development of implementation agreeements, interoperability testing, and network implementation methodologies for G-PON in North America.
