Subscription Committee
New Issue Acceptance and Prioritization Process

1. All new issues are reviewed and discussed by the committee for completeness and understanding.
2. Clarification / modifications to the issue: Title, Statement, Impact to other Issues, Desired Results, and Associated Committee are made with the permission and approval of the Issue Champion. The Committee assists with this process to ensure the issue is complete.
3. If the issue meets the acceptance criteria as defined by the ATIS Operating Procedures, the priortization process of new issues begins.
Any new Issues not accepted are documented in the Subscription Committee General Session notes for the current OBF session.
4. A priority is proposed by the Issue Champion which begins the prioritization process. The priorities are:
A - High Priority: These are usually mandates, or those issues that affect immediate implementation concerns.
B - Medium Priority: These are usually issues that affect implementation concerns or clarifications to the documents that affect implementation concerns.
C - Low Priority: These are usually issues that affect documentation only and have no immediate implementation concerns.
Once the priority is proposed by the Issue Champion, the Committee either agrees with the priority through consensus, or discussion by the Committee takes place until agreement is reached. (Refer to Exhibit 1)
5. It is at this point that the co-leaders may, with the concurrence of the Issue Champion, solicit any participant (particularly the newer participants) if they would like to be co-champion on an issue as part of the "Subscription Mentoring" process.
6. All of the issues are now listed by those priorities "(A, B, C)" and then listed within those priorities in the order that they were submitted to the Administrator. (Refer to Exhibit 2)
7. The priority order is then reviewed to determine if some issues should be moved around within those priorities. Some reasons the committee may decide to do this are:
Some new issues may have similar topics and it may be beneficial to work them back to back or jointly to maintain discussion topic continuity.
Some new issues may have the same Issue Champion scheduled back to back. In order to achieve a balance of work distribution, the Issue Champion and the Committee may agree to rearrange the priority order of the new Issues. (Refer to Exhibit 3)
8. It is at this point that we have committee consensus as to the priority order of new issues as they are to be worked. The Issues are then assigned numbers in sequential order. (Refer to Exhibit 4)
9. All new issues are placed at the end of the existing Open issues on the Agenda. The issues are worked in numerical order starting with the 1st "Open" Issue (excluding any "Tabled" Issues). (Refer to Exhibit 5)
10. FCC, Regulatory or Industry rulings may require issues to be moved up on the existing Agenda. This is known as the expedite process. For an expedite, the priority of each existing Issue on the open Agenda is reviewed by the Issue Champion(s) and the Committee. The Committee works to place the expedited issue as the highest priority possible on the Agenda. (Refer to Exhibit 6) |
