Mission: The Message Processing Committee responsibilities include maintaining:
- Consistent application of exchange record requirements
- Exchange Message Interface (EMI) Documentation
- Message processing specifications and guidelines
EMI DBUG is a joint subcommittee of Billing and Message Processing Committees and is responsible for both the mechanized (database) and non-mechanized portions of the EMI Document.

EMI is the backbone for inter-company record exchange within the telecommunications industry. As telecommunications technology migrates into the IP (Internet Protocol) arena, EMI continues to be enhanced to accommodate these requirements, which may include new processes or formats. Input from the key players in the telecommunications industry is vital to ensure a common communications format is available as a tool to control costs within the industry and facilitate inter-company record exchange.
