Annual Meeting Minutes

I. Call to Order
Chairman Moody called the meeting to order at 8:30 a.m.
Chairman Moody welcomed the O5 members to Madison for the 1995
O5 Annual Meeting. He advised of the increased security in Federal
Buildings and at the Forest Products Laboratory.
The Chairman asked the attendees to introduce themselves and
to sign in on the O5 membership roster that was being circulated.
The attendance is attached. Attachment I.
Mr. John N. Kressbach, who recently retired from Bellcore and
who was one of the ATIS Representatives to the O5 Committee, advised
that he will be representing ATIS via a proxy from Mr. Jon Shaw,
the ATIS representative. Dr. Gouri S. Bhuyan of Powertech Labs,
Inc., will be representing the Canadian Electrical Association
(CEA) via a proxy from Mr. Davis Chetwynd, the CEA representative.
II. Approval of Minutes of the 1994 ASC O5 Annual Meeting
March 14-16, 1994
The minutes were approved as distributed.
III. Approval of Agenda
The Agenda for this meeting was approved as distributed.
IV. Secretary's Report
The Secretary reported on the status of the latest O5 Committee
letter ballots.
- O5 LB95-01 on the Revision of ANSI O5.2-1989, Wood Products
Structural Glued Laminated Timber for Utility Structures, to close
on May 29, 1995.
- O5 LB94-04 on the Revision of ANSI O5.3-1989 and O5.3a-1991-Solid
Sawn-Wood Crossarms and Braces, closed August 29, 1994 with 2
negative votes. The resolution report was sent to the O5 members
on January 11, 1995, closing on February 13, 1995. Comments were
received and directed to Mr. Lash the O5.3 Subcommittee Chair
for final resolution at this 1995 O5 Annual Meeting.
- Chairman Moody and the Secretary reviewed the status of the
O5 membership. There is a total of 43 member organizations consisting
of 13 Users/Consumers, 9 General Interests, 19 Producers and 2
Producers/Consumers. There are also 3 liaison organizations on
the roster.
V. ATIS Cost Recovery Program
ATIS instituted a program to recover a portion of the costs it incurs
to produce and distribute documents for ATIS-sponsored committees
which it directly supports. Committee O5 is one of these committees.
The program became effective on January 1, 1995.
The information concerning this program was mailed to the O5
members under cover letter dated April 17, 1995 on the subject
of the 1995 O5 Annual Meeting.
Mr. Lai presented and reviewed the program with the O5 members.
VI. Report on Standards Activity
Reports were presented by O5 members on related standards activity:
- A. Mr. Ron Wolfe reported on ASTM Standards on Poles; D1036,
Pole Testing that relates to ANSI O5.1, and D2899, Construction
Poles. He advised that ASTM D1036 is in letter ballot for revision.
- B. Mr. Bruce Craig reported that his O5 work on structural
composite lumber is related to ASTM activity in this subject area.
- C. It was noted that ASTM Standard D1760 on the treatment and
preservation of poles has been reaffirmed.
Mr. Kressbach made a recommendation that the O5 Annual Meeting
be held in conjunction with the ASTM Annual Meeting. No decision
was made on this recommendation.
VII. Options for Tuesday PM Tour/Program
Chairman Moody advised the representatives that he could arrange
for a tour of the Laboratory immediately after the O5 Meeting on
Tuesday.
VIII. Chairman's Report
Chairman Moody reported that Mr. Chuck Stoddard, AWPA Representative
to the O5 Committee, had received the AWPA Award of Merit.
The Chairman noted the balance of the O5 Membership, and reviewed
the request for O5 membership from Mr. Lee Gjovik of Gjovik Consulting,
an action item for the O5 members, which was sent to the members
under cover letter dated April 17, 1995. Chairman Moody noted
that Mr. Gjovik retired from the Forest Products Laboratory in
1989 after 32 years of service. The motion was made and seconded
to approve the membership of Gjovik Consulting, to be in the General
Interest category. The motion was approved unanimously.
Chairman Moody reviewed the schedule of subcommittee meetings
for the day, advising that the subcommittee meetings would immediately
follow this opening plenary session. He said the O5 meeting would
reconvene on Tuesday at 10:00 a.m. upon completion of the subcommittee
meetings.
He reviewed the major items that were to be covered by each
of the subcommittees.
A. Classification - Chaired by Mr. R. Leinfelder
- Metrication of ANSI O5.1
- Pole Volume - AWPA Standard F3
Mr. Leinfelder noted the importance of having a discussion on
Pole Volume. He commented that his subcommittee will discuss metrication
of ANSI O5.1 and make a decision on the matter of a "hard" conversion.
Mr. Kirk mentioned that Canada had a "hard" conversion of their
pole standard which has been a big issue for users. He advised
that no utility has made the change to accept the metric standard.
This issue will need much more user input.
B. Fiber Stress - Chaired by Mr. R. Kluge
- Review of classes - Table 1, issue on 40 and 50 foot poles
- Western Red Cedar - Proposal to adopt the fiber stresses
- Trial use of proposed O5.4 on NDE of poles
C. Crossarms - Chaired by Mr. R. Lash
- Progress on finalizing O5.3 revision. The two (2) negative
votes have been resolved. Mr. Alan Freas' comments remain to be
discussed at this annual meeting.
- Southern Pine Crossarms, Mr. L. Sibert has agreed to study
this matter.
D. Glulam - Chaired by Dr. B. Yeh in Mr. S. Smith's
absence due to a flight problem.
- Revision of O5.2, presently in O5 letter ballot to close on
May 29, 1995.
E. Material Requirements - Chairman Mr. B. Evans has
not arrived. No meeting was scheduled.
F. Structural Composite Lumber - Chaired by Mr. B. Craig
- Progress on Standard
Mr. Craig advised that he was working on the first draft of the
standard.
Meeting room assignments and time allocations were made by Chairman
Moody in agreement with the Chairs for their respective subcommittee
meetings.
This portion of the O5 Committee meeting was adjourned at 9:45
A.M. for the subcommittee meetings, to reconvene the next day
at 10:00 a.m. on May 2, 1995.
The O5 Committee meeting reconvened at 8:30 a.m. on May 2,1995.
Chairman Moody announced that the Wood Engineering Conference
will be held on October 28-31, 1996 in New Orleans, Louisiana,
and the International Conference on Wood Poles and Piles, sponsored
by EDM and the University of Colorado, will be held on March 25-27,
1996 in Fort Collins, Colorado. The host of the International
Conference on Wood Poles, EDM, has invited ASC O5 to hold its
1996 annual meeting in conjunction with the International Conference
in Fort Collins.
Chairman Moody noted that there was a large number of voting
representatives in attendance at this annual meeting. The comment
was made that the Committee needed more representation from the
"utilities" industry. It was mentioned that the APPA located in
Washington, D.C., and representing the public sector, i.e., municipalities,
should be invited to membership on the O5 Committee. It was recommended
that the APPA be invited to membership on the O5 Committee after
it has been determined that it is the right organization to participate
on O5. The Chairman and Secretariat will research this organization
for possible membership on the O5 Committee.
IX. Subcommittee Reports and Recommendations
A. Classification Subcommittee - Mr. R. Leinfelder reported
on their discussion on Pole Volume and metrication.
Mr. Leinfelder reported that Mr. Steven Shield of the AWPA had
contacted him with regard to the Pole Volume table because AWPA
tables were different from the O5 Tables. The difference is that
the O5 Tables contain the "minimum" volumes while the AWPA Tables
are the "actual" volumes. Chairman Moody will prepare a reply
to Mr. Shield with the help of Messrs. Gjovik, Wolfe and Kressbach.
Mr. Leinfelder reported on their discussion on metrication.
He reported that Mr. Kressbach had previously prepared a metric
specification, and can provide it to the O5 members for their
review and comments. He said there was a suggestion to adopt the
Canadian metric standard, but noted that there is a difference
between the Canadian Standard and ANSI O5.1. Another recommendation
was a soft conversion such as the REA 1728, or we can provide
an Annex in ANSI O5.1 that will contain the conversion table.
Mr. Leinfelder stated that a decision must be made by ASC O5.
He noted, however, that he does not see the Users asking for it,
or that this industry needs a hard conversion to metrics. He suggested
that "other industries" be reviewed with regard to metrication,
i.e., the hard conversion.
B. Fiber Stress Subcommittee - Mr. Kluge reported
The report of this meeting is attached. Attachment II.
Mr. Kluge reported on the NDE effort, Western Red Cedar data
and Table 1 values.
Mr. Kluge reported that the draft NDE Standard was proposed
to be published as a Trial-Use Guide to provide guidance for the
O5 Committee. This proposal was defeated by the subcommittee members.
Mr. Kluge reported that Dr. Bhuyan presented test data on Western
Red Cedar. There were questions regarding the development of the
data. Dr. Bodig will review the data presented by Dr. Bhuyan in
consideration of adding it to Table 1 of ANSI O5.1. Further review
and discussion will be required.
C. Material Requirements Subcommittee - Mr. Kluge chaired
the meeting in the absence of Mr. Evans
Mr. Kluge reported that they reviewed the subjects of sweep
and knots, an O5 issue; moisture content, an AWPA issue; and a
"generic" brand ("ANSI") to cut costs.
D. Crossarms Subcommittee - Mr. Lash reported. The report
is attached. Attachment III
The subcommittee members reviewed the comments received on the
revised draft of O5.3 and made four final editorial changes. The
draft revision will be directed to the Secretariat for final processing
through ANSI for approval.
A question was raised with regard to Southern Pine for crossarms.
Mr. Lash advised that this still remains to be done and he will
contact the Southern Pine people, specifically Mr. Lon Sibert.
He said there was no participation from people on O5.3 who are
involved with Southern Pine.
E. Glulam Subcommittee - Dr. B.J. Yeh chaired the subcommittee
meeting in the absence of Mr. S. Smith. The report of this meeting
is attached. Attachment IV
The revision of ANSI O5.2-1989 is in O5 letter ballot, O5/LB95-01,
which will close on May 29, 1995. Several editorial comments were
provided by the attendees which will be forwarded to the subcommittee
chair for consideration.
Dr. Yeh reported on a concern with the multiplier of 2.7 for
establishing fiber stress values based on allowable stress, which
was discussed in length. Mr. Moody will review this matter further.
Action will be deferred until after the close of the letter ballot.
The members also discussed the loading condition coefficient and
volume factor in AITC 117.
F. Structural Composite Lumber Subcommittee - Mr. Craig
reported. The report of the meeting is attached. Attachment V
Mr. Craig reported that a new ASTM Standard ASTM D5456 on Structural
Composite Lumber has been published, and an AWPA treating specification
AWPA C-33 has also been published. These will be used as the basis
for the O5 draft. He advised that he has started on the draft
document which will be completed for the subcommittee members'
review and comments before the next O5 meeting.
Chairman Moody inquired of performance and service data, i.e.,
behavioral data in service. Mr. Reisdorff will provide Mr. Craig
with some contract for service data. There was discussion on the
content of this draft document, concerning treatment, durability
(an AWPA issue), and strength (an O5 issue).
Chairman Moody advised that the draft standard must meet the
needs of the O5 Committee, over and above the ASTM and AWPA standards.
X. Old/New Business
Chairman Moody asked the members for their thoughts on the future
activities of Committee O5.
Mr. Leinfelder suggested guidelines for deep incising and radial
drilling, which can be developed under the fiber stress activity.
Chairman Moody will work with Mr. Kluge on this effort and will
contact Mr. Mark Newbill of Portland Electric for his support
in drafting this guideline. The effort will be assigned to a task
group under Mr. Kluge.
The matter of broader use of ANSI O5.1 without exception was
discussed. What needs to be addressed! The Material Requirement
Subcommittee will be charged with this effort. A reference was
made to the EEI Questionnaire.
Mr. Kluge noted the wood resource issue including foreign species.
Test data for these other woods needs to be collected, including
pole data on foreign species.
Mr. Wayne Tjoelker, who is on the Board of WCLIB, can provide
input on foreign species and test data on lumber, not specifically
on poles.
A Task Group on Procedures for Accepting Foreign Species was
organized to gather data and related information including supply
information, location of source, qualification (ASTM 1036 and
ASTM 122), and verification (QA).
Participants on this Task Group are Messrs. Peters, Kluge, Stoddard,
Leinfelder, Bodig, Wilson, Bhuyan and Wolfe. A chair will be appointed
by Chairman Moody.
Mr. Swing suggested the areas of marketing and promotions. Chairman
Moody advised that this was not a present activity of the Committee.
There was no particular interest from the members on this subject.
The subject of reinforcing material was presented, specifically
laminated (large) beams and "I" beams. Chairman Moody will plan
for a presentation on this subject at the 1996 annual meeting.
XI. Next Meeting
The location for the 1996 O5 Annual Meeting was discussed. Sites
including Fort Collins, Colorado, Mississippi State, Gulfport, San
Juan, Puerto Rico, and other Forest Service locations were reviewed
and discussed.
The decision was made to hold the 1996 O5 Annual meeting in
Fort Collins, Colorado on March 28-29, 1996.
The initiation of the revision of ANSI O5.1-1992, which is due
to ANSI in 1997, was recommended for 1996. The Chairman asked
the O5 members to send any recommendations for the revision to
him by March 1996.
XII. Adjournment
The meeting was adjourned at 11:00 a.m. Chairman Moody reviewed
the FPL schedule for those who may wish to tour the Forest Products
Laboratory and/or attend FPL technical presentations.
