For the Government Emergency Telecommunications Service (GETS) and Wireless Priority Service (WPS) calls to be effective during network congestion, the IAM priority for POTS calls must be set to '0' in accordance with National Standard, ANSI T1.111-2001(R). With the industry commitment to meeting the standard, implementation of POTS = '0' should be accomplished as soon as practical. If a congestion event occurred in an area where the standard is being met, then GETS and WPS calls would receive priority in the signaling system and a higher probability of completion.
