Brian Daly leads the system and core standards group within AT&T where he is involved in engineering the network of the future, including the 3GPP evolved packet system, the IP multimedia subsystem, femto cells, regulatory aspects including emergency services and CALEA, homeland security, and wireless-wireline convergence. He has worked in the telecommunications industry for 25 years with accomplishments that include the development of new network architectures and features, including wireline central office switching systems and wireless networks. Since the early 1990’s, he has been recognized both as an active contributor and technical expert in various industry standards organizations, where he has been involved in the development of the first standards for wireless Personal Communication Services, early TDMA digital cellular standards, ANSI-41 intersystem operations, GSM/UMTS, as well as the future Evolved Packet System which includes LTE. Brian’s leadership roles in standards included leading the Management and Steering Team of the 3G.IP forum, which developed the first IP Multimedia Subsystem specifications, and was appointed by FCC Chairman Martin to the Commercial Mobile Alert Service Advisory Committee where he led the Communications Technology Group. Brian is also the Chair of the North American Fraud Forum and Security Group and Wireless Alerts Task Force under the GSM Association’s North American Regional Interest Group. Brian’s participation includes the industry groups ATIS, 3GPP, NGMN, TIA, GSMNA, and NENA. Brian is also an Emergency Coordinator under the ARRL Amateur Radio Emergency Service program.
Brian holds a Master of Science degree in Electrical Engineering from Arizona State University with an emphasis in electromagnetic engineering (antennas and microwaves) and communication systems.
