The IITC Committee was formed, at the request of the FCC's Network Reliability and Interoperability Council (NRIC - formerly known as the Network Reliability Council or NRC), to initiate broad-based programs to prevent service outages. Their mission follows:

The Alliance for Telecommunications Industry Solutions' (ATIS) Internetwork Interoperability Test Coordination (IITC) Committee is a consensus-based industry committee originally chartered under the auspices of the Federal Communications Commission. The IITC Committee provides an open forum in which North American telecommunications industry service providers, vendors, and the user community communicate. This committee coordinates internetwork, interoperability testing of telecommunications services and architectures resulting from the introduction of new network interconnections and technologies to determine potential effects on the reliability of the PSTN. Any services or technologies which have a potential to impair the PSTN's service performance are candidates for the IITC Committee's testing. All tests are conducted in a coordinated, industry-wide, offline manner using "rainy day" scenarios in a non-penalty environment. The Committee welcomes broad participation among all telecommunications and information service providers.
