NANC Working Group to Include ATIS’ JIP Population Guidelines in Best Practices

December 27, 2005, Washington – The North American Numbering Council (NANC) Local Number Portability Administration (LNPA) Working Group has included ATIS’ Jurisdiction Information Parameter (JIP) Population Guidelines in its most recent update of the LNPA Best Practices.

The JIP procedures, developed by ATIS' Network Interconnection Interoperability Forum (NIIF), outlines a process for carriers to follow to populate a six-digit JIP in the Signaling System 7 (SS7) Initial Address Message (IAM) for each call. These rules represent industry consensus on how to include the geographic information for call origination.

The evolution of number portability and roaming means the calling directory number may no longer be an accurate reflection of the geographic location of the originating party. By populating the JIP, calls can be routed more precisely and inter-carrier billing can be determined more precisely.

The JIP Population Guidelines were first published by ATIS in December 2004 in the NIIF Reference Document ATIS-0300011 “Part III, Installation and Maintenance Responsibilities for SS7 Links and Trunks.” The reference document is available through ATIS’ Document Center at www.atis.org.
