ATIS Guidelines Updated to Include Local Service Migration Between Wireless and Wireline

August 31, 2005, Washington –ATIS today announced the release of its Local Service Migration Guidelines, Issue 2 (ATIS-0405300-0002), a reference that will assist state regulators and telecom carriers to manage the seamless transfer of customers from one service provider to another.

Issue 2 includes guidelines for service migration between wireline and wireless service providers, as well as migration scenarios for basic data services. Basic wireline service migration guidelines, first published in November 2004, also are included in the document.

ATIS’ Local Service Migration (LSM) Sub-Committee, made up of numerous representatives from Incumbent Local Exchange Carriers (ILEC), Competitive Local Exchange Carriers (CLEC), Wireless Service Providers and vendors, worked for almost a year to modify the how-to guide comprised of existing ATIS and other organizations’ standards. The resulting guidelines provide clear step-by-step direction for various local service migration scenarios, including: directory listings, local number portability, emergency services such as 9-1-1 and enhanced 9-1-1 (E9-1-1), basic data services and a variety of bundled and unbundled service arrangements.

“The ongoing convergence of the communications industry continues to demand more unified guidelines and processes,” said Lonnie Keck, co-chair of the ATIS Ordering and Billing Forum’s Wireless Committee and a Cingular representative on the LSM Sub-Committee. “By documenting the industry migration process, the guidelines will benefit both the industry and state and federal regulators as they contemplate rule changes.”

This guideline is applicable to manual (paper) and mechanized (electronic) local service migration ordering and provisioning processes. It can be downloaded from the ATIS Document Center at http://www.atis.org/doccenter.shtml.

 

Ordering guidelines for wireless to wireline number portability are currently being addressed within the ATIS Ordering and Billing Forum. Currently, wireless to wireline number portability is being accomplished through provider-to-provider negotiations.

 

The guidelines outlined in this document are not intended to replace or modify any existing industry guideline or standard, but rather show how those guidelines and standards should be applied to each given scenario.

 

Wireless-to-wireless migration guidelines are contained in the Wireless Intercarrier Communications Interface Specification (WICIS) for Local Number Portability (ATIS-0409001-0300) document.
