ATIS Technical Solution Aids Carriers in Implementing Wireless Local Number Portability

November 17, 2003, Washington, D.C. – To assist carriers in meeting the FCC’s November 24, 2003, wireless-to-wireless Local Number Portability (LNP) deadline, ATIS’ Wireless Workshop developed and released a technical solution designed to meet the many challenges in implementing LNP.

The ATIS Ordering and Billing Forum’s (OBF) Wireless Workshop developed the “Wireless Intercarrier Communications Interface Specification for Local Number Portability (ICP)” document, which outlines the processes and procedures necessary for wireless carriers to implement wireless-to-wireless Local Number Portability (LNP). Specifically, the document defines the operational requirements and technical specifications necessary for the exchange of information between Commercial Mobile Radio Service (CMRS) providers, in order to “port” a specific telephone number. Wireless LNP allows consumers to keep their wireless telephone numbers when changing to local area wireless service providers.

“ATIS’ Wireless Workshop recognized the importance of adopting standard protocols for communications between wireless carriers that were user friendly, low cost and reduced porting conflicts,” said Susan M. Miller, president and CEO of ATIS. “By utilizing the ATIS Wireless Workshop ICP document, wireless carriers have an effective solution to meet the technical challenges associated with implementing wireless-to-wireless LNP.”

The requirements found within the ICP document pertain to all CMRS providers, including analog Advance Mobile Phone Systems (AMPS), Time Division Multiple Access (TDMA), Code Division Multiple Access (CDMA), Global Systems for Mobile Communications (GSM), and iDEN providers.

Under the auspices of ATIS’ Ordering and Billing Forum, the Wireless Workshop provides an open forum for the identification, presentation, discussion, and resolution of issues impacting wireless service providers. These issues include, but are not limited to, the functional wireless areas of provisioning, message processing, exchange of roamer usage, and billing.

The Wireless Workshop will convene its next meetings in conjunction with the OBF meeting to be held from November 17-21, 2003 in Vancouver.
