ATIS' Miller Emphasizes Collaborative
Industry Efforts of E911 Implementation During FCC's Wireless Enhanced 911 Coordination
Initiative Meeting
April 29, 2003, Washington, D.C. - At the inaugural meeting of the Federal
Communications Commission's (FCC) Wireless Enhanced E911 (E911) Coordination
Initiative, Susan M. Miller, President and CEO of ATIS, discussed ATIS' leadership
role regarding E911 service deployment for wireless phones. Miller highlighted
the collaborative efforts ATIS has provided the communications industry and
public safety community through its Emergency Services Interconnection Forum
(ESIF).
"The ESIF is a forum of key stakeholders from the industry and public
safety community which, to date, has discussed and validated more than 20 critical
technical and operational issues surrounding the implementation of E911,"
said Miller. "The ESIF also serves as a source of technical input to the
Commission."
Miller pointed to several of the ESIF's activities, which are in direct support
or response to recommendations found in Dale Hatfield's "Report on Technical
and Operational Issues Impacting the Provision of Wireless Enhanced 911 Services."
Miller also referred to key ESIF initiatives - the "Wireless E911 Phase
II Readiness Package," and ESIF's technical input to the FCC on the issue
of non-services initialized phones.
The Phase II Readiness Package is a standard evaluation method for Public Safety
Answering Points (PSAPs) to utilize in determining and documenting their readiness
to provide Phase II capabilities and notification of their status to wireless
carriers. In regard to the ESIF proposal involving non-service initialized phones,
Miller noted that the FCC granted a Request for Stay filed by ATIS on behalf
of the ESIF, regarding the effective date for the implementation of the consecutive
number code "123-456-7890" as the call-back number for 911-only and
non-service initialized phones. This consecutive number approach would not provide
PSAPs with a unique call-back number when 911 calls are dialed from 911-only
and non-service initialized phones.
Miller concluded her remarks with a summary of current ESIF activities, which
include
911 call handling; location reliability and confidence; mid-call location updating;
911 calls by international roamers; standard text messages to PSAPs; standardized
wireless carrier procedures and contact list for PSAP 911 call investigations;
and uniform location testing guidelines.
The ESIF was jointly convened by ATIS and the National Emergency Number Association
(NENA) to facilitate the identification and resolution of technical issues related
to the interconnection of telephony and emergency services networks.
