ATIS' Incubator Solutions Program Addressing Control, Ownership Issues for Signaling System 7 (SS7) Point Codes Successfully Concludes

August 20, 2002, Washington, D.C. - The Alliance for Telecommunications Industry Solutions (ATIS) today announced that its Point Code Control and Ownership (PCCO) Incubator Solutions Program has successfully concluded its work.

"The challenges in the control and ownership of telecommunications network SS7 Point Code (PC) assignments, due to industry mergers and acquisitions, led to the formation of the ATIS PCCO Incubator Solutions Program," said Ed Hall, vice president for technology development at ATIS. "The industry was concerned that without a coordinated assignment process reflecting current business and operational alignments, network outages could occur when multiple companies are sharing a cluster of SS7 PCs."

The deliverable for the PCCO Incubator was to ensure that the assignment registry reflected actual control and use as well as ownership of SS7 PCs in today's market.
As a result of telecommunications mergers and acquisitions, carriers that acquired and divested kept the PCs associated with their telecommunication switch. In some cases it was unclear as to whether the PCs were still with the assigned owner of the network.
In addition, there were operational risks associated with this practice, such as proper authorization to change routing assignments and network outage trouble isolation.

The PCCO Incubator completed its work in less than one year in cooperation with ATIS' Committee T1. The PCCO provided modification for a recently approved publication by Committee T1 Technical Subcommittee T1S1.3. The intent of the document is to discourage PC changes from adversely affecting other networks that are not involved in the coordination between the principal sharing entities and the Code Administrator.

The ATIS Incubator Solutions Program provides the industry with a "fast-track" process for resolving technical and operating issues. It is an alternative approach toward solutions development for the telecommunications industry.
