Third Generation Digital Mobile Communications Specifications Review Process Complete

May 31, 2001, Washington, D.C. - Standards Committee T1, sponsored by the Alliance for Telecommunications Industry Solutions (ATIS), one of six Participating Standards Organizations (PSOs) developing third generation mobile communications specifications, has completed the review process for the first release of the third generation digital mobile communications specifications.

These specifications will allow manufacturers to deliver Third Generation Partnership Project (3GPP)-compliant equipment to operators in the confidence that the specifications are comprehensive and stable, concluding a major milestone by experts from all over the world. The 3GPP, an alliance of standards bodies and industry consortia from around the world, produces and develops specifications for a third generation mobile communications technology.

The Organizational Partners (OPs) of the global 3GPP, which includes Committee T1, are now working on future releases of the specifications, which will provide additional multimedia features, such as enhanced data streaming among others. Significantly, the first all-IP (Internet Protocol) network specifications from 3GPP are expected to be functionally frozen at the end of this year, once all provisions have been fine-tuned, in preparation for a 2002 release.

"We are all proud of the speed at which the technical work on the initial release of 3GPP specifications has been completed," said Asok Chatterjee of Ericsson, who serves as second vice chairman on the ATIS board of directors and chair of the technical subcommittee T1P1 that represents Committee T1 in 3GPP. "It was only possible through total trust and understanding among all partners, and through dedication on the part of the experts. 3GPP is a model of cooperation on the global scale, and the introduction of third generation mobile wireless in the near future looks very promising," he added. ATIS provides support and coordination of U.S. and North American telecommunications standardization activities.

The purpose of the partnership is to ensure that 3GPP meets the evolving requirements of all the manufacturers and operators - and users - involved in the successful launch of third generation mobile systems in the global market. Standards Committee T1 develops American National Standards, technical reports, and technical requirements for telecommunications services, network interconnection, interoperability, and performance. Committee T1 provides technical input to the United States Department of State supporting U.S. participation in international standards bodies. More than 1,200 telecommunications engineers and technologists bring their expertise to Committee T1's six technical subcommittees. Committee T1 is a founding member of the Global Standards Collaboration (GSC) group of regional standards development organizations and works closely with the FCC on network reliability issues. Committee T1 is accredited by the American National Standards Institute (ANSI). More information is available when visiting the Committee T1 Web site at www.t1.org. Committee T1 documents are available at the ATIS Document Center, located at www.atis.org.

The Alliance for Telecommunications Industry Solutions (ATIS) is a member company organization that defines standards and operating procedures for the telecommunications industry. Nearly 3,000 experts from 500 telecommunications companies participate in ATIS committees, whose work focus includes network interconnection standards, number portability, improved data transmission, wireless communications, Internet telephony, toll-free access, and order and billing issues. The Federal Communications Commission (FCC) frequently refers operations issues to ATIS committees for recommended solutions. Members of ATIS and committee participants include, but are not limited to, telecommunications service providers, manufacturers, software developers, resellers, enhanced service providers, and providers of operations support.

Information on ATIS is available on the World Wide Web at www.atis.org, by contacting the ATIS headquarters at 202-628-6380, or by writing to: ATIS, 1200 G Street, NW, Suite 500, Washington, D.C. 20005.

Note for Editors

The Third Generation Partnership Project (3GPP) was established for the preparation and maintenance of a complete set of globally applicable technical specifications for a Third Generation mobile system based on the evolved GSM core networks and the radio access technologies supported by 3GPP partners. 3GPP membership consists of 3 categories - Organizational Partners, Market Representation Partners and Individual Members.

The current Organizational Partners (which by definition are recognized Standards Development Organizations) are:

· Association of Radio Industries and Businesses (ARIB), Japan.[http://www.arib.or.jp]
· China Wireless Telecommunication Standard (CWTS). [http://www.cwts.org]
· The European Telecommunications Standards Institute (ETSI).[http://www.etsi.org]
· Committee T1, USA. [http://www.t1.org]
· The Telecommunications Technology Association (TTA), Korea. [http://www.tta.or.kr]
· The Telecommunication Technology Committee (TTC), Japan. [http://www.ttc.or.jp]

The current Market Representation Partners of 3GPP are:

· The GSM Association. [http://www.gsmworld.com]
· The Global Mobile Suppliers Association (GSA). [http://www.gsacom.com]
· The UMTS Forum. [http://www.umts-forum.org]
