Industry Numbering Committee

Industry Numbering Committee, a standing committee of the Alliance for Telecommunications Industry Solutions (ATIS) that provides an open forum to address and resolve industry-wide issues associated with planning, administration, allocation, assignment and use of the North American Numbering Plan (NANP) numbering resources within the NANP area.

INC guidelines and recommendations are used by the North American Numbering Plan Administration (NANPA) ,the Number Pool Administration (PA) in the management of numbering resources and the Canadian Radio-Television and Telecommunications Commission (CRTC) in the management of numbering resources.


Active INC subcommittees currently include:

  • Document Management/Maintenance (DMM) Subcommittee: This subcommittee of INC is responsible to manage non-substantive issues as needed to keep the INC documents and website up to date. This sub-committee is responsible for the INC Procedural Agreements Reached (PAR) and is also used to revise documents for readability and usability without changing the technical or regulatory meaning/content of the document(s) being maintained.
  • Resource Assignment and Management Subcommittee (RAM): This subcommittee of INC maintains and develops enhancements to the industry guidelines that provide for assignment to and management of those numbering and addressing resources managed by the Industry Numbering Committee for assignment to/by Service Providers or Users. Examples of such resources are: CO/NXX Codes, Thousands-Blocks, Telephone Numbers, CICs, 555 line numbers etc.
  • Numbering and Addressing Resource Planning Subcommittee (NARP): This subcommittee of INC maintains and develops the industry guidelines for relief or exhaust of current resources and implementation of new numbering or addressing resources. It also develops industry guidelines and reports regarding new, or new uses of, numbering or addressing resources. Examples of such areas of responsibility are NPA Relief Planning and Implementation, NPA Allocation, NANP Exhaust, 500/900 portability, Resources for Machine-to-Machine communications etc.
