ATIS - North American Organizational Partner: 3GPP

About
The 3rd Generation Partnership Project (3GPP) is a collaboration agreement that was established in December 1998. The collaboration agreement brings together a number of telecommunications standards bodies which are known as “Organizational Partners”. ATIS is a founding organizational partner of 3GPP. Current partners are ARIB, ATIS, CCSA, ETSI, TTA and TTC.

Scope
The original scope of 3GPP was to produce globally applicable Technical Specifications and Technical Reports for a 3rd Generation Mobile System based on evolved GSM core networks and the radio access technologies that they support (i.e., Universal Terrestrial Radio Access (UTRA) both Frequency Division Duplex (FDD) and Time Division Duplex (TDD) modes).

The scope was subsequently amended to include the maintenance and development of the Global System for Mobile communication (GSM) Technical Specifications and Technical Reports including evolved radio access technologies (e.g. General Packet Radio Service (GPRS) and Enhanced Data rates for GSM Evolution (EDGE).

Membership
Membership in ATIS is a prerequisite for becoming an ATIS 3GPP Individual Member (IM) -- which would allow you to participate in all of the 3GPP meetings, receive and contribute documents into the meetings, take part in the decision-making process, and hold leadership positions.Member companies must be affiliated with one of the 3GPP Organizational Partners (OPs), such as ATIS, to be eligible to become a 3GPP Individual Member.

ATIS develops contributions for 3GPP through an open, consensus-based process. Any ATIS 3GPP IM may fully participate in this process.  As necessary and appropriate, ATIS will convene meetings (in person, via telephone, and/or electronically) of its 3GPP IMs to discuss issues of interest to ATIS and/or the IMs.  Decisions shall be made via the consensus of the ATIS 3GPP IMs with due consideration given to ensuring that the positions taken by ATIS in 3GPP are not inconsistent with positions taken by the ATIS Board or technical committees.

Guest Status
Guest status was introduced for non-member companies which have the qualifications of being a member through one of the OPs but are not currently a member and therefore are unable to attend 3GPP Meetings. The status of Guest may be granted for a limited period, by the Organizational Partners to an entity which has the qualifications to become a future Individual Member. The limited period shall be decided by the Organizational Partners on a case-by-case basis.

A Guest may have representatives at TSG and subtending group meetings. Representatives may receive documents but shall not take part in decision making, participate in discussions, contribute documents, or hold any leadership positions.
