PTSC SAC

Signalling, Architecture and Control
(formerly T1S1.7)

Mission

PTSC SAC advances the interoperability of telecommunication systems and services through the development of service and application descriptions and their supporting protocols related to network architectures for, access signaling for, and application of circuit mode, frame mode, packet mode, and cell mode networks via existing and emerging transport (e.g. IP) technology to enable multimedia services.

Scope

The scope of the work of PTSC SAC is defined by the following activities:

  • Provide the focal point for the development of U.S. telecommunication industry positions regarding the intelligent network (IN) activities in ITU-T and ETSI.
  • Develop stage 1 and stage 2 bearer, supplementary, and multimedia service descriptions for telecommunication services and defines the methodology and structure for integrated service description standards that contain signaling protocols developed by other groups.
  • Develop an application layer protocol for intelligent networks (IN) and specify mappings to underlying transport protocols such as SS7 and DSS1.
  • Provide the focal point for discussions of mobility management and non-call associated controls for interconnection between radio systems (under consideration by PRQC and TIA) and other network elements.
  • Provide the focal point for discussion related to the support of IMT-2000 by core networks.
  • Develop and recommend Standards and Technical Reports for ISDN circuit mode bearer services and related DSS1 signaling procedures.
  • Establish, study, and standardize generic protocols and procedures to be used for DSS1 signaling in conjunction with the provision of ISDN circuit mode bearer, packet mode bearer, frame mode bearer and supplementary services by the ISDN to the user.
  • Review the output of industry and government NII bodies (e.g. IISP, XIWT, CSPP) and within the scope of PTSC's areas of responsibility, perform technical evaluation of that output and develop or arrange for the development of NII/GII related standards, Technical Reports and Contributions to International Standards bodies, including

    • High level descriptions, overviews and architectures
    • Reference Models
    • System objectives and requirements
    • Definitions
    • Network Management objectives for BISDN.

  • Develop and implement a PTSC standards management program for NII.
  • Develop and implement a PTSC standards management program for Signaling Support of Services Over the Internet.
  • Study, identify issues and develop standards related to the narrowband and broadband aspects of ISDN, including

    • Principles of User-Network Interfaces
    • Definition of ISDN Service Aspects
    • Network Aspects of ISDN
    • Operations and Maintenance Principles and Functions
    • ISDN Call and Connection Types
    • ISDN Architecture Functional Model
    • ISDN Protocol Reference Model
    • Numbering and Addressing Principles
    • Definition of Internetwork Interface
    • Interworking of ISDN Services with Services on Existing Networks
    • ISDN Routing Principles.
    • Mobility aspects of ISDN

  • Recommend positions on related subjects, including Protocol Implementation Conformance Statement (PICS) pro forma.
  • Prepare liaison statements for and review liaison statements from other U.S. standards groups such as other ATIS Committees, TIA and The ATM Forum as appropriate; and
  • Develop and recommend positions on related matters under consideration in other North American and international standards bodies, including review and preparation of contributions for submission to U.S. ITAC ITU-T/R Study Groups as appropriate.
